Site worked great before installing a language pack ...
I can't delete duplicate file (either file) ... shows in use ... doing an ISS stop, delete file, ISS restart seems a little harsh! Haven't tried DOS delete yet ...
Is there any other way to get rid of this file?
If I could get at Host Extensions, I'd try deleting language pack.
I'm assuming I have to delete 1 or both files under net framework temp?

this may be related to your other post on security exceptions, but if that does not resolve it, i've seen this very rarely occur when .net has a corrupted file. Typically if you change the debug attribute in the web.config to true, go to the homepage, then change debug back to false, it will "flush" this corrupted file and work as expected. Note: the files appear to be corrupted by external agents such as antivirus scanners.

It occured to me that this had a 20 min timeout, and as it is a test site ... so waited 1 hr and deleted files (both)
I can now access website and extensions, still can't get to local host (other post)
