I upgraded from 5.0.3 (very old). There is no lblHelp or DNNHelp, though there is a CmdHelp , and the link looks like this:

 What was your upgrade path?  Do you following the suggested upgradepath that is provided on the wiki?  Did you unlock the upgrade packages before you extract them ?

I did follow the upgrade path.

Yes and I did unlock the upgrade packages. I seem to be having trouble attaching the link I see in the source code. Here's what is inside the 'href' of the link.

So you checked the language files and didn't find lblHelp or cmdHelp? Is it a custom module?  Did you use jQuery 1.91 and jQueryUI 1.10.3 on your host Settings?  Did your Skin load own jQuery librarys?
