Not a custom module. This is the little "i" (information) Tool Tip link in all the admin screens. Yes there is a cmdHelp in the id of the tag:

If you using a older Skin, it can Need to upgrade the Skin.  DNN 7.x Comes with a new Default.css file that is complete rewritten, and is not compatible to old Skins.  If your Skin still using SolPart Menu Provider and Solpart Action Menu you should modify the Skin to use DDR Menu which is the Standard since DNN 6 times.
