Also, you mean Java Script when you say JS? I have latest Java loaded on my PC/Laptop.

I have determined that this is only happening from my personal PC/Laptop, using IE 11, which is remote from the website DNN server. When I login into the server and use IE there, works fine, also works fine from my wife's PC/Laptop, she uses IE 11 also, and that works fine. I had a friend try from his work location, works fine from there as well. So only issue is this Getting Started page is loading for the Home and Forum pages only for my PC/Laptop, other pages work fine.

I reset all my IE settings back to default, still no luck. So again, I am puzzled why this is happening?

JS stands for JavaScript - which has NO relationship with Java at all (you do not need Java installed on your PC any more, unless there is some other software using it).
It might be a cookie issue on your machine, I suggest clearing all local cache and cookies in your local browser (see IE settings, first tab).

OK, so I have gotten past that issue and able to go on with creating/modifying my website. 3 more questions:

1. What does it take to modify the skins?

2. I downloaded CkEditor, but it is not seen as a text editor. I am trying to install it via ADMIN/Extensions and it asks me if it is a skin or content?

What am I doing wrong here? Should it not be seen as a text editor? Or should I install it using another method?

3. My cookies to keep my login information is sporadic? I have heard there is a setting in DNN to allow login cookies to be written to my browser history better?

regarding 2: you Need to unzip the download and install the zip package inside, suitable for your DNN Version.
3. Cookies should be written consistently, however, if you want to Keep your Login Cookie ("remember me") für more than 20 minutes (Default session timeout) you may increase the value für "PersistentTimeoutIssue" to a proper value (e.g. "20000" for 2 weeks).

Regarding 1: It needs a bit of HTML/CSS knowledge, a text editor (or Visual Studio) and a bit of knowledge how skins work. The last one is fairly good documented in the wiki, the video library and a lot of web sites (just use Google to search for "DNN Skinning")

Regarding 2: Sebastian is right, but most propably you have to change the editor provider under Host :: HTML Editor Manager after installation.

Regarding 3: Sebastian is quite right, but before you search for hours: This setting can be found in the web.config file, and its name is "PersistentCookieTimeout". The value is minutes afaik (2 weeks = 60 mins * 24 * 7 * 2 = 20160).
