Can you help me with the following information to make some tests?:

1) The name of the file (If it is possible), to allow DNN to generate a ticket based on the same name

2) The folder type and permissions set to the folder containing that folder

3) The type of user doing the tests (i.e. admin, host, edit, etc)

1. The file "NHO Checklist.pdf" produces
the link:
 
2. The file is in the portal root folder. Administrators have view and edit permission. Registered Users have view permission.
 
3. An administrator user (admin) and a super user (host) have done the tests and experienced the same problem.

No, I cannot reprouce the error locally. Have you tried the newer releases?

Did you ever find a fix for this? We're having exactly the same issue (site built with dnn 4.5.3 and now running 4.8.0) with links with encoded characters being mangled by the fckeditor module.
