I ran across the same problem with and SBS 2003 server with SQL2005sp1 and Visual Studio 2005.  I resolved the problem by making sure the following directories existed:

Under the \Visual Studio 2005\Templates\Item Templates\ directory:

 the ...\Visual Web Developer directory was missing.

Unnder the   \Visual Studio 2005\Templates\Project Templates\ directory:

the ...\Visual Web Developer directory was missing

the ...\Visual Basic  directory was missing.  

The paths on my system are listed below.

C:\Documents and Settings\username\My Documents\Visual Studio 2005\Templates\ItemTemplates\Visual Web Developer
C:\Documents and Settings\username\My Documents\Visual Studio 2005\Templates\ProjectTemplates\Visual Basic
C:\Documents and Settings\username\My Documents\Visual Studio 2005\Templates\ProjectTemplates\Visual Web Developer

Your solution solved my issue and thank you very much! In my case, the Visual Basic folder was missing.
