If your skin does not delete the admin/skin select and delete way, You need to ftp and delete the folder there.

You need to review your skin and look for anomalies.

I did change the skin to DNN-Blue and applied it and then deleted the other skin.

I wouldn't call it DNN specific, but it is the DNN application that has a "hold" on the folder.

The best way to avoid this is to change the skin your site is using before trying to delete the folder.
