I am using the forum module in my dnn project. what I want to know is that how can i give privileges to different roles so that they can create 'new thread' and reply to a already created thread. presently i can create and reply only through an administrators account.

My second question is that whether we can make a particular user an administrator of a particular role/role group so that he may control the rest of the users in that role group.

You cannot use dnn to have an administrator of a role or role group. You are either administrator of site and can add others to roles, or you don't have that ability if you are not an administrator.

The permissions on the forum module are not properly set if that is the case (post thread/reply) please read the user docs I know it explains all this. (Available on this projects download page)
