I have purchased a godaddy econo plan (which now comes with 1 sql server 2000 database) I have set all the necessary folder permissions and changed the web.config database connection string. Every time I try to install DNN I get this error. This DLL is in the bin directory. Please can anyone help???

If you did not have compression set upon install, then the Compression.config file may not have been copied to your root directory.

You can copy the original from the Config directory to the root directory if that is the case, and then you'll have to check your compression settings and perhaps update them.
