This may be a stupid question, but when I install DNN 4.5.1 with the install package, the installation works great.

However,  when I try to login as Host or Admin I am unable to login.  The DNN toolbar does not display and the admin and host menus are not visible at all.  Does anyone know why I am not able to login?  I ensured that I was typing my passwords correctly and no error is returned to me at all.  Please help.  Thanks.

Are you actually getting logged in?  (Does the register link switch to show the host/admin user details?)

Also as asked above is this an upgrade?

This is a brand new installation using the 4.5.1 Install Package.

Also, when I try logging in I do not see any error message indicating that my password was incorrect.  When I login my loggin components still say Register and Login.  Usually when I login as host I the dispaly name and the logout link.  For ex.

Super User Account | Logout

Also, just as a side not I installed dnn with SQL Server Express, just for site development purposes.  Thanks in advance for any help.

Strange. 
Here is a checklist for you because it seems to be a fundamental error:

1. It must be ASP.NET 2.0
2. Database is SQL Server 2005 or SQL Server 2005 Express
3. Installed the the 'install' package (unzipped)
4. You've a ASP.NET user ( i presume a xp) and set the full permissions on the dnn directory
5. Set the connection strings according to the dnn documentation
6. You set IIS with a virtual directory according to the dnn documentation
