I was reinstalling DNN on my server and received the following error during the install when creating the host user:

Error Installing Portal:
The answer specified is invalid. Please specify a valid answer to the question

In my web.config, I had 'requiresQuestionAndAnswer=true'  This caused the validation to fail when the host user was being created by the Membership Provider.  There aren't any q&a on the form when the host user is created.  I was unable to continue the install because I couldn't create the user.

Once I turned 'requiresQuestionAnswer' off, I was able to install properly.

Someone pointed this out the other day.  The portal creation process doesn't work with the requirement of question and answer.

Therefore it must be off during installation of the site and when any new portals are created.

Otherwise it appears to work just fine.
