Hello!
DNN downloads page
http://www.dotnetnuke.com/tabid/125/default.aspx
tells that all DNN4.7.0 downloads are dated by 11/6/2007

I downloaded them all on 11/16/2007 but only now came to it use and installations.
I started from the most fast for me (from my experience with earlier versions) StarterKit
The file downloaded on 11/16/2007 is
DotNetNuke_04.07.00_StarterKit.zip
(which includes inside

- DotNetNuke.vscontent
- DotNetNuke.zip
- Module_Compiled_VB.zip
- Module_CS.zip
- Module_VB.zip
- Simple_VB.zip
- Skin.zip

)
while I am accustomed for StarterKit to be executable. What is it?

Now I come to the same download page.
The dates are the same but instead of 
DotNetNuke_04.07.00_StarterKit.zip
I see
DotNetNuke_04.07.00_StarterKit.vsi

So, downloads are changing without any notice?
How frequently?
Should I re-download all downloads for DNN 4.7.0?

AFAIK it's a bug on some sourceforge mirrors where they accidentally deliver vsi files as zip files, despite the fact that they're marked as being vsi files in the forge. I've complained to sourceforge before and they've never been able to give me a satisfactory answer, it just seems to occur from time to time, and only on certain mirrors. If you ever download a starterkit and it has a zip extension, just rename it to vsi. We do not deploy updated versions of builds, if there is an issue a new  build, with a new number (e.g. 4.7.1) will be deployed.
