OK, I've been through this about 6 times, and I'm at my wit's end. I've done this MANY times before with NO issues, and can't understand this. I installed DNN 4.8.2, go through all the "Typical" setup questions, no issues. I'm able to log in as Host. If I go to "Host Settings", I get the error below, as well as any Admin page. BUT if I'm logged in as Admin, the Admin pages work fine. What's going on? This is a brand new, fresh install, fresh (empty) database, emty file directory. I tried upgrading to 4.8.4, same issue. I've been going around and around with 4.9.0 as well, which is different issue. 

Error message I'm getting from "Host Settings":
