I think that something's went wrong in the db upgrade when I went from 4.9 to 5.1.4

Am I able to restore the db to the version backed up from 4.9 and have it re-upgraded?

You would want to restore the database and the files, then test and make sure it is running as before.  Then if all looks well try the upgrade again.

If you didn't do this, I have always upgraded to the latest version of 4.9.x and then upgraded to 5.1.x.  Not sure it makes a difference, but I have had good success doing it like that (assuming you are not already on the latest version of 4.9.x).

My old version is 4.9.4, so not the latest, but almost.  I had tried this from a local restored copy first and everything went smooth, so I'm hoping something just went wrong on the live server and re-upgrade will work.
