I tried this upgrade again, having backleveled my test site to my last backup.  I installed DNN 4.9.5 from the upgrade kit.  The install showed NO errors.  I can log into the test site as host, but I cannot display the "Host Settings" page in any of THREE browsers:  IE8, Safari 4, or FireFox 3.5.3.  IE8 just says, "Can't display the page."  The other 2 browsers are more informative:

I even tried directly upgrading to 5.2 from 4.8 and still got the same errors.

FireFox:

Can't establish a connection to the server at localhost.

Safari:

Can't connect to the server.
