I used the web platform installer to install 5.5.1 community edition. Went well, permissions checked. Im installing on xp sp3 with sqlexpress. upon entering  database info got the following :

Checklist:
1. You are using SQLExpress 2005/2008?
2. SQL Express is running prior to installation?
3. You verified the download by WPI is unblocked? Right click on the DNN zip file and verify there IS NOT an "Unblock" button at bottom right of the Properties tab.
4. You restarted SQLExpress and retried the installation? Do you get an error message? Is it the same as you posted or different?

I suspect you know this .. but XP is mighty old and is now an unsupported O/S: http://support.microsoft.com/lifecycle/?LN=en-gb&C2=1173
