In the DotNetNuke.install.config of the 6.1.5 upgrade package it says 6.00.00.. does that matter?

Does anyone know how to install in debug mode? This is from the reviews of this upgrade package:

tried to do a local install of DNN 6.1.5 and it failed: Executing Script: DotNetNuke.Data.SqlDataProvider Error! (see DotNetNuke.Data.log.resources for more information), 00:00:18.857 - Executing Application Upgrades: 06.01.00 Error! changed to debug = true and tried it again and it installed fine.

please examine the failed script in the Providers\DataProviders\SqlDataProvider folder - the wiki has more details http://www.dotnetnuke.com/Resources/Wiki/Page/Diagnosing-database-errors.aspx -please post back the details as it could be a number of possibilities e.g. incorrect database permissions, database out of space, running an unsupported version of sql such as sql 2000 etc.
