Is there anyway to work out the current issue? As it seems to relate to the menu and that was the one thing that wasn't working prior to the upgrade?

I think i know what the issue is with this getting stuck on trying to install the ddrmenu - it is trying to install version 2.00.3, however when I check the database, the version shown for DDR2menu is 7.4.0

Can I manually remove the apps it's trying to update so they can be reinstalled with their lower version? I believe this was the issue when the site was accessible which makes sense as to why I couldn't access the menu as it was too high.

It sounds dangerous and wrong to me. You seem to have a random collection of unrelated files. That is highly unlikely to lead to stable site.

Recover your database. Look in the version table to identify the latest version. Build a set of files based on that version of DNN, plus:
- (as Sebastian pointed out) your preserved Portals folder
- any other content belonging to your site

Get that working first. You will likely need several attempts.

Then you need to get your site back to the state it was before you started upgrades. Reinstalling modules etc. Then you can retry the upgrades.
