IIS 10, Win10 local DNN install of existing working Development site

Config Error    This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".
Config File    \\?\D:\Development\DevCPQcart-DNNStore8\web.config
thanks in advance for any suggestions.

First guess. The site needs to be marked as an application in IIS Manager.

I have the same problem. tried converting to an application and that didn't help. Any other ideas?

found the problem.  I had to enable components and asp4.6

I found  asp4.6 in control panel but can not find components.  where is it?
