I have at least figured out that to force a new installation you must start with a clean database. Doing this will force a new installation.  Now the error "'E:\dotnetnuke_2\Website\Portals\0" is due to the fact that the folder 0 does not exist.

The only way I have succeeded to installed this is during the install process I quickly create a portal\0 folder and put portal.css in it. To get it installed. Now it's up and running but can't login using Host,host. Ho well, this is a very painfull experience.
