Check your web.config on

<add name="SqlDataProvider" type="DotNetNuke.Data.SqlDataProvider, DotNetNuke.SqlDataProvider" connectionStringName="SiteSqlServer" upgradeConnectionString="" providerPath="~\Providers\DataProviders\SqlDataProvider\" objectQualifier="" databaseOwner="" />
      </providers>

Probably you're missing the databaseOwner (or ObjectQualifier)

At least that's what happened to me :D

What type of portal you try to create. A Parent portal or a child portal.
for a parent portal u need a separate virtual directory.
for child portal it works fine with the current virtual directory.

From which version you want to upgrade the DNN?
