I have the same problem. It shows up on the forum page as well. I amnot sure how the DNN site does it but I was under the impression the core forum had to have the users have page Edit permissions to be able to post using the core forum. I use the core forum in lots of places and the View/Edit tab at the top really makes the sites look bad.

I'm having the same problem.  If the logged in user has edit permissions on any module on a page, the view/edit mode thing shows up at the top of the page.  Even if in-line editing is disabled, and regardless of wether or not the module in question supports in-line editing.  I think the best fix would be for that option to not even show up if in-line editing is turned off.

You can set the cache time in module settings to -1. That is how they do it here on DotNetNuke.com

If you have other modules that are displaying this feature, and you want to hide it, there is a work-around here:

 
Hide Mode: View / Edit Control bar unless user has edit permission to tab

I know it is a bit of a hack, but Shaun Walker has let us know in the Benefactor Forum today that it was "by design" and that there is no intention to change it.

Thats life I guess. As any project gets bigger, it will stop listening to what the users actually want I guess. I understand its use and I think its a great feature when you are logged in as a full admin or you have admin rights to the entire pagebut to have it do that on pages that have modules that are editable is a little absurd.

The core forum and the Blog require edit for people to be able to post to them. I just dont understand it.

That sounds an awful lot like the responses we used to get from Micro$oft when reporting bugs, especially security related bugs.  It makes no sense to have a feature continue to affect the user experience even after it's been disabled.
