For a parent portal (DNN 4.5.1) I find there is not a role for Administrators, somehow. I added one in the SQL db and changed the ID for that role on the portal. Now, the rights seem to mostly be there, except that users in the new Administrators role don't have an admin menu and certain other things may be amiss. I don't know how the role got removed. Is there anything I can do to fix this?

Upon further inspection, I see that what was needed was TabPermission rows for the pages of the admin menu. Thing is, I don't understand how this portal could have come up with those missing.

The history of this is that this parent portal was not paid attention to because it will replace our old website which is still being used, and is not scheduled to be built up until a slightly later date. Thankfully, there was one child portal which IS being used even more than our old website, because that child portal provided me with a model to compare.

Anyone have any idea how this could have happened? I have added the TabPermission rows but am still uncertain as to whether everything is up to snuff.
