please double check in file system, that the virtual user ("Network Service" or "Aspnet") has permission to create folders.

Is there any other possible reason why thie error would be thrown? I'm dealing with the same issue, and according to the hosting provider they gave the ASPNET full read/write to the entire directory structure just for testing purposes.

I'm going to loose my mind if I can't figure this out and get the website working.
