I've recently upgraded to DNN 4.05.04 and am having difficulty creating a new child portal.  I receive an error message that states: Error creating Profile Definitions.

What am I doing wrong, or what setting needs to be changed?

if you filled in all admin information properly, there might be an issue with the profile generation for the new portal due to an outdated script. Which DotNetNuke version are you running?

I am also having trouble adding a new portal.  My portal is not a child portal, it is a parent portal, but I receive the same error message 'Error creating Profile Definitions'. 

The error happens whether I have a strong password (at least 7 chars, upper and lower, and a number) supplied or not.  The admin user name is 7 characters and includes upper and lower case characters.  All fields in the security settings section are filled with valid values.  After receiving the error, when I go back to the portals page under host menu, I can see the portal I have tried to create, but it has -1 pages and when I click the edit icon next to it, there is a 'Object reference' error in the sitesettings module. 

I have tried deleting and recreating the portal several times with different values for the securtiy section.

I recently upgraded from 4.3.x to 4.5.5.  I have several other portals on the site that I added before the upgrade.  This is the first portal I have added since upgrading to 4.5.5

I did a Google search and found another forum on this site which fixed my problem.  It turns out that you can only choose the DotNetNuke Template during the creation of your new portal, (for me is was a child and I have not tried to create another parent), and not any of the other options.  Once I choose the correct template, the creation of the child portal went smoothly.

Holy unrelated error message... batman. 

I can confirm that choosing the DotNetNuke template is what fixed my error message.  I was previously selecting the Small Business template.
