Error sending notification e-mail of role change.

I'm not sure what this error means in DotNetNuke, I have tried finding this error but I haven't come up with any resources.

Does anyone know what could be the issue?

 

 

This is what I do when it appears, I go to the admin menu and select user accounts, I think click on all users afterwards I click a username and proceed to change that user's role and I tick the box that says "send notification", then I add the role, it changes the users role correctly, but gives me the error and never sends the user a notification e-mail.. My guess is that it's something to do with the way DotNetNuke tries to send the e-mail, I have the SMTP and everything else setup correctly, contact form working and settings configured properly.

 

This was a fresh install, and the website is in an enternal testing enviroment.
