I just took over a site that has been using DNN, I was given a "DNN" folder. Is that all there is to the site?  From reading on this forum and others it sounds like there should be a database too. If not, is it a simple upload the DNN folder to a new host that supports DNN and it should work?

Yes there should be a MS SQL database as well.  You can find details of 'where' this is by looking at the connection string in the web.config file in the root of the site.

A DotNetNuke installation consists of (1) a web directory (folder) and (2) a MS SQL database.  You need both of these.  There is also the IIS webserver.

If you are interested in moving a DotNetNuke installation from one system to another, there are two pretty good resources for instructions and other tutorial information: (1) DNNCreative Magazine (dnncreative.com) and (2) Mitchel Sellers' blog (mitchelsellers.com).  DNNCreative also has some quite useful tutorials that will help you understand how DotNetNuke works.  

Other resources include this site and books that you can purchase.

I guess I don't have what I need, I have a DNN folder that is all. Is that all that is needed?  Is there somewhere I can see that has a folder structure of what the default should be?
