Is there any way to configure static TabModule settings?  In other words, how can I define and pass config parameter values to module instances.  For example, I want to create a general purpose DB entity editor module, and then pass the name or id of the entity to the 'page_load' method of the Web Control, depending on where the module is configured in the Web site.

Okay< I figured out how to do it with the Setting control with the help of Mitchel Sellers invaluable book.

I still can't get it to generate a heading for the custom settings section of the module settings page (shouldn't this be what the module settings control title is?), but at least the configuration itself works fine.

In the localization resource file (for example Settings.ascx.resx) for the settings control define and give the desired heading as the value for the following key:

ControlTitle_settings.Text

please be aware, that the custom control title feature has been broken in a few versions (I am not sure, whether it has been fixed already in latest version, check whether bundled core modules are displayed using their own settings titles).

Make sure to write control key within resourcekey name in lower caps!
