Strangely, the edit permissions on one of my sites appear to be broken and I can't work out why.

I have set up a role, I have added a user to this role, I have placed a HTML module on a page and granted the role edit access to the module.  So why, when I'm logged on as the user in the role, do I not see the 'edit text' link or the pencil?

I have tried a different skin and container (dnn-blue for both) and I still can't see the edit text link.  All the actions are there for the admin and host users.

I don't know when this started happening, and I'm not aware of any recent updates.  The site's running 4.9.5 on Server 2008/IIS7, I have restarted the application, and the permissions look good in the tables.

Is there anything obvious that I have missed or that I can try?

make sure, the user gets displayed the control panel and is in edit mode.
