I would like to add a link on my home page that will allow users to joing a public security role without having to go to the profile and manage services.

Idealy I would like the user to be able to click the link.  If  they are logged in they will be added to the security role.  If they are not logged in then they will get the login/register screen.  At the very least a link that will take the user directly to the manage services tab.

there might be a 3rd party module at Snowcovered.com, otherwise it shouldn't bee to difficult to create a custom one with your requirements.
