I have DNN installed on a server named NUMBER9 on PORT 8080. 

Why is it that if I’m logged onto Number9 I can access the DotNetNuke page via all 3 of the following URLS, but I cannot from my work PC (the server and my workstation are on the same network)?  On Number9 I have DotNetNuke (IIS Port 8080) and GLPI (Apache Port 80) co-existing.  I can access GLPI on my work PC via http://number9/glpi/index.php.  The only difference with DotNetNuke is that it is a different port number.  Any help would be greatly appreciated.  Thanks so much.

make sure, the port number is included in portal alias and web.config.

In portal aliases I have the following:

localhost/dnn

number9/dnn

10.12.3.9/dnn

If I try to append 8080 to any of the above, such as number9:8080/dnn, it tells me the portal alias is invalid.

As for web.config, whenever I uncomment out the line

it causes my DNN website to no longer work.  I am at a loss.  I have scoured the net trying to find answers and have come up empty.

Is IIS set up to answer on a different port?  The alias needs the port number, don't use localhost if possible, use the system IP address and the DNS name that resolves to it.  test.mydomain.com:8080 works as a portal alias here.
