A strange problem with any modules action menu.

The 5.2.0 site  has been running without serious issue for ages.
Today I notice that all modules action buttons have stopped working although any actions menus deeper inside the module such as FCK's function as normal.

 What's Changed?
The last thing I was doing before finishing for the day was to edit some global resource entries.
Prior to that I had made a new skin and added a container to my default family however I do not believe these are the problem as the issue persists with the default DNN skins / containers.

 I Have:
Deleted all the portal and default cache entries, recycled IIS. Deleted cookies etc although the same issue happens on my notebook as on my work pc.
 Restored all files in App_GlobalResouces.
Deleted the new skins and containers.

 Event Logs
 These had been showing an
"Error loading FCK setting (Reverse HTML Encode output)" error which I "solved" by setting the default to Yes in the FCK option page.  Curiously any attempt to do this for the portal resulted in the site itself opening in the FCK options window. Setting default to yes in the instance then allowed me to do this for the portal and the errors have gone.

This is so strange and I am really hoping someone has an insight
It does not prevent the owners running the site but not being able to move any module is a bit of a pain.

I do a DB backup for this site every night but as luck would have it restoring would loose a very great deal of work done by the admins yesterday. Probably not a DB issue anyway.

 What fun!

To add a little more information to what is for a me a major problem. If I use the DropDownMenu.ascx instead of SolPartActions I at a least get a menu that allows access to some useful function such as export but of course no ability to show more than one level so I cannot move any module. What can break Solpart actions ? Does anyone have a workaround or a solution please.

Not resolved by an upgrade from 5.2.0 - 5.2.3

OK - After the upgrade I tried again using the DropDownActions.ascx and now it displays the Move options. The funny thing is that I think the admins will prefer this control. At least they will see it easily. I still have no idea of the cause but after a very frustrating day I feel like I have escaped from Alcatraz! If anyone does have any suggestions I would really like to know.
