I have just installed DNN5.4.3.

There are two portals in the system, the hosting portal has no problem. 

In the second portal, the toolbar at the top is always shown even no one logged in. In the permission section of the module or page setting, the "all users"s selections (view and edit) are locked, the administrator's selections are released.

anyone has an idea?

Sorry, I need to right the wrong in the subject. "New installation 5.4.2, portal's toolbar is seen even no one logged in"

the image below may be helpful... when adding page or module, it is the same.
