I am using DNN 5.5.1 with the latest version of the RadEditor... it seems that even through everything else is in English... the Headers are in German:

Any thoughts on this? How can I change this back to English? Thanks.

this looks very much like FckEditor, which already includes German localization. Check the "About" button for details.

Where is the about button you are reffering to? Can I change the language in that area?

the language should be taken from portal default language or browser preference. Do you have multiple languages installed?
