I want to add a permission to my site where signup is optional.  example:i want to create a  permission where members can create and edit pages without admin permissions.  I would like for this to be automatic that way they can start using the service immediately.  any suggestions?

I'm not following exactly what you mean, I think you're asking two separate questions.

1. You want to make registration optional (out of the box it is optional in DNN, people don't have to register)

2. You want to allow REGISTERED USERS to edit content on the site? That's easy just go through the site and add permissions to Edit for the Registered Users role

You would need to create a new role, called Editors or something. You could use the RSVP code functionality or make the role Public, which would allow users to add or remove themselves from the role. You would have to go page by page and make sure that role has edit permissions on the pages you want to give them access to. You should go through my Portal Admin class for detailed training on the security mechanisms in DNN
