Hi,
We have some content editors who want to give permission to create pages.

Given the basic setup, we have registered users, content editors and administrators. They are already content editors, and we don't want to give admin access (so they can't access things like site settings). Can I create an inbetween group (like "Elevated Content Editors") who can create and edit pages?

So far I haven't seen this option. Administrator role has a hard code permission to create pages. I think you must assign administrators role to the user or wait for someone from core team answer this.

Using default CE permission provider, there are view and edit permissions for pages only. any user with edit permission for a page may edit page settings, add/edit/delete/move modules on the page and create child pages.
