Can someone please  tell me when the page /Install/UnderConstruction.htm appears?
Suddenly, my site just displays a dotnetnuke page saying that the site is currently unavailable.
What could be the reason? (v 5.6.0)

I had this happen and was due when I did the following;

Installed a new, large module
changed/edited system files around

The solution was to stop and restart the IIS process and the site would come back.

The root cause of the issue was my hosting provider. I was using Arvixe hosting and was as if their server was a 386 on a 56k dial up. Slow, DNN failed to install many times before it finally did. And when it did I would get the kind of error you mentioned due to the reasons I specified. I would have to reboot the IIS process and then the site would return. I switched hosting companies to 3essentials and am VERY happy. Fast, DNN installed first try without errors and their support is top notch.

Bottom line when I got that issue was due to a over burdened server with low bandwidth. Hope that helps.

Wrong sql connection to the database and website server may cause this issue as well.
