Every time I try to create a new page, it shows up as 'Visible By Administrators Only'.  How do I create a new page that is just a regular page for viewers?

This appears to be by design and is behavior that is based on the default page template.

After you have created the page and feel that it's content is ready for other users to view you will need to edit the Page Settings. In the permission grid's View column, check the cell for "All Users" or "Registered Users" or other security role which you want to be able to view the page.

 This "design" makes it easy to add a page into a live site, get the content added and only when its ready for production you change the view permission to all.
