On any of the portals including the root portal, it will not allow me to add a logo or background. Before i can even choose a image it says.
You do not have permissions to view any files on the file system
I can select open and it takes me to the images folder on the ..\inetput\wwwroot\<dotnetnuke> and i can select an image but it will not add it. I can add images for the store and add them to the store items with no problem. the root folder does have permission for NETWORK SERVICE full control.

Your post is a little confusing, I'm not sure why you would be listing the web root as the folder, any module, or DNN would list files located under <webroot>/portals/xx where xx is the portal id of the site. Then any files would be located under there, not under the root.

I miss stated. The files are not in the root. My challenge is that Iget that permission error on all portal appearance settings.
