I think you understand correct - The Admin user definately has the Administrators role for the Portal.  I have found that I am getting errors when trying to manage modules also, I think that there is something deeper here than what is defined in DNN.  It seems to be iis related as I previously stated the root portal seems to work fine.

Thanks for your help Matthias,

I have found the issue to be that the iis_usr has inherited rights to the portals.  I reassigned the rights at the dnn route directory overriding the inherited rights and the issue is gone.

I think thats what I had descript with my permission issue and how permission should be set.    So it's fine it worked now!
