Hello -- we are having this same problem, using Community Edition 06.01.05  Is there a solution?  Thanks in advance.

please be more specific about your issue. how does permission grid look like (in which row are lock icons located)?

Hello -- the lock icons are located on the Administrators row.  We have created a separate "Editors" group in which the green check marks are set for both View Page and Edit Page.  However, for people in the Editors group, the Parent Page drop-down box is greyed out.  Before we updated to 06.01.05, our Editors group did have access to the Parent Page drop-down box.
