so I have hit my next little hurdle...
 
When installing a "skin" extension on a "sub-portal of the original site (so i have created a new portal - actually I have tried on a few new ones) I get the following message:
A critical error has occurred.Access to the path 'C:\inetpub\wwwroot\dotnetnuke\Install\Temp\2kwigg5v\App_LocalResources' is denied.

The internet advises that this is due to the user not having file level access so the temp file cannot be created.

But.... a new virtual user is not created for each new site, so I assume that the "dotnetnuke" user on mine is the user for the sub-portals, and I have given him full access as per these instrauctions, but I am still getting the same error.
I have tried selecting "inherit" for all sub folders etc. on the user but this also doesnt work.

help...

Check if "Users" group has "Read/List" permission to "C:\inetpub\wwwroot\" folder.
