I'm not sure where the head/body section of the pages are in dnn.  After searching, it seems that this does not exist?

Are you trying to implement this functionality in your HTML module content.
If so you can include javascript and css files in the html module itself

Html module settings > Advance Settings > Header
you can add your required javascript code or css code here

This section places the code in a very strange area of the page.  It sets the code at the very top of the page (above all the menus) with a white background, rather than the gray background I'm using.
