How can I make the Region field required for US/Canada but optional for the rest of the Countries?

Also, is there anyway I can change the Label of that field to State/Province instead of Region?

I have the parent/child list set up correctly... but the region is already populated with all child object lists before a country is even selected...

As of now it doesn't change based on country.

region is populated from the start, it doesnt change based on what parent you select. It is setup correctly under hosts/lists.
