I thought I made mistake at grading from v7. so that I create new website. all files are just unzip/build, new database.

But pages management/files managment interfaces are blank. 

How to make it work?

try going to http://website/install/install.aspx?mode=installresources and see if that installs anything, then check those pages.

I saw someone else report that they didn't have those modules installed for some reason and that corrected the issue. You might still have to add the modules to the pages once installed.

go into edit mode and check, whether there is a module added. Most likely, the upgrade failed to install new file management module.
Did you unblock the downloaded upgrade package prior to unzipping the files contained?

I checked it , seems nothing wrong.

It is brand new installation not upgrade.
