Portal.css or default.css or the the .css found in skin package?

do not change default.css, it gets overwritten on updates. you can edit skin.css and container.css in the appropriate skin or container folder you use. you can override this on a per portal base by editing portal.css in the /portals/<id> subdirectory, where <portalid> is the id of your portal. you can edit portal.css also using the css-Editor inside portal settings.

please refer to the skinning guide (included in the documentation pack, available at DNN download page) to find the appropriate classes for menu and module title (some are specified in skinning).

you will also find the order of CSS appliance.
