This may not have anything to do with 4.7, this may have changed earlier.   I recently made a layout change to the page assigned to to the home tab on a site I'm developing.   After I made that layout change, I noticed that the login, terms, and privacy statement pages are all using the home page skin, not the skin assigned under the portal settings for the Admin skin.

I was under the impression that the Admin skin setting in the the portal settings is what applied to these controls?  Am I wrong?  Did this recently change?  Trying to figure out how to correct this, I would love to hear any suggestions.

Thank you.

Ok, so I just read this in the change log for the 4.4.1 release:
http://support.dotnetnuke.com/issue/ViewIssue.aspx?id=2071&PROJID=2

I guess I'm not quite able to wrap my brain around the discussion in that bug report.   Is there a work around to get those control only items to display on the skin of your choice?

Thanks again!

You can define your onw login and register (user) page under admin settings, make sure you have a account login module on the login page otherwise it will be difficult to login! They are just regular pages so you can define them yourself.

The discussion in the issue report is one that there is agreement on how it should work, but this has not been implemented (yet).
