I need to force menu level start from layer 2. ( after root )  This is because I already create picture link to all my root level pages. Therefore, I want the menu start from layer 2 and drop down from layer 2.  Solpartmenu level attribute will not work like what I want because it can not fix on particular layer.  Any Idea what menu can do this function ????

I don't understand it when you say it "cannot fix on particular layer"? What do you mean?

Elaborate and then we can troubleshoot further.

Sorry for my not clear. I mean menu can start from root, but can not start from layer 2( after root). I already make a picture for clear reference. I have 4 picture link to all my root pages. like root 1, root 2, root3 and root 4.  Under root 1 have root1-1, root 1-2,  under root 1-1 have root 1-1-1 root 1-1-2.  I wonder can I make the menu to start from root 1-1, root 1-2.  and the drop down of root 1-1 and root 1-2. if I click on the root 1-1-1. the menu still show root 1-1 and root 1-2.   If I go to root 2, the menu will show all the layer under the root 2 .......

I know make the level to child will do, However, if I in the root 1-1-1 , it will not show root 1-1.  it will just show the child under root 1-1-1.  All I need just make the level start from after root rather then root.

Sorry, All I mean is level instead of root, Any way I can change it to number 1 ??? ( layer after root )

Your explanation is still kinda difficult to understand but I'll try:

So as I understand it the main page (root) needs to display the child pages (layer 1 in your picture/reference?) And the child pages (layer 1) needs to display the pages at the same level that it is currently on.

A ordered list may be better to understand than your picture:

Main (Root)
1.     Page on Layer 1
a.     Page on Layer 2
2.     Page on Layer 1
a.     Page on Layer 2
3.     Page on Layer 1

a.     Page on Layer 2

So from what I can garner you want the root page to display pages on layer 1 and on the child pages you also want pages to display the menu on layer 1. If that is correct then the solution is easy. Create three skins, one for the homepage, one for layer 1, and one for layer 2 (you can just copy the skin you made for layer one and change a property to use it for layer 2.

On the skin for the root pages set the level to child and on the the skin for layer 1 set the level to same. On the layer three skin set the level to parent.

Based on your description thisd should achieve what you are looking for.
