I easily created a combined skin and container package using DNN 5.   I now have 2 issues:

1) I cannot apply the skin to Portal.   When pressing "Apply" no error is given but the "Minimal Extropy" skin remains.  When pressing "Preview" it shows the new skin correctly.  It seems the "Apply" failed for some reason but it is curious the preview worked.

2) I was able to apply the container to Portal successfully.  However, when pressing "Preview" I get the mentioned error Could Not Load Skin: /Portals/_default//containers/jm5/barframevlblue.ascx, Error: Unable to cast object of type 'ASP.portals__default_containers_jm5_barframevlblue_ascx' to type 'DotNetNuke.UI.Skins.Skin'.    It doesn't seem correct that the container would ever be cast as a skin type.    Maybe this is because of the "skin" type in the package dnn.

I found that pressing "Apply" the 2nd time works.   I uninstalled and reinstalled the skin package to test this behavior again.   Again, I needed to press "Apply" 2 times to apply either skin or container to the portal.   Strange.
