Where does "SkinPath" gets its value from?

I created a skin on one hosting account. When I moved it and the whoe dotnetnuke install to another hosting account, the SkinPath is bringing up stuff from the old domain parked on the old hosting account.

Regardless, I've since learned the permalinks in the blog is linking back to the old domain, not the skinpath. ...on to figure out how to change the permalinks around...
